Seventeen College Commencement developed on 10 July 2003 in line with the construction of the Faculty of Medicine and Health Sciences with an estimated cost of RM 202 million and was completed in full on January 10, 2006.

Handover of keys Seventeen College building from the developer to the Deputy Vice Chancellor (Research and Innovation), University Putra Malaysia was held on June 16, 2006. However, Seventeen College just started operating on 1 July 2006. For a while, the temporary administrative center is located in Pavilion of Arts, University Putra Malaysia.

In general, the college houses students from the Faculty of Medicine and Health Sciences and the Faculty of Veterinary Medicine. However, there are also a few students from other faculties in University Putra Malaysia campus living here. Overall, there are four building blocks of student accommodation block A, block B and block C for female students while block D for boys. In addition, there is also a musolla, a student kiosk building, cafeteria, principals house and eight (8) units fellows.

Capacity loads in 17th College is 1800. 

On June 26, 2022, the re -nomination of the Seventeen College to Tan Sri Mustaffa Babjee College in conjunction with the name of the late Tan Sri Ahmad Mustaffa Babjee. The change of name is an initiative taken by UPM management in the re-branding of the names of residential colleges inspired by the names of leading figures related to the field of student study. 

It is well known that the late Tan Sri Mustaffa Babjee is a leading academic in medicine, veterinary medicine and health science that has contributed greatly to national and international levels. The rebranding of the college also began during UPM Vice Chancellor UPM, Yang Hormat Prof Dato’ Dr. Mohd Roslan bin Sulaiman held his position as Deputy Vice Chancellor of UPM while Prof. Dr. Daud Ahmad Israf Ali was the Principal of the Seventeen College.

Still maintaining the same tradition and work but with some changes have made it to the advancement of Tan Sri Mustaffa Babjee College and University Putra Malaysia in particular.
